Howard Legal Consulting  (HLC) provides specialized consulting services in employment law, with a focus on federal-sector EEO matters.


Drawing on extensive experience as a decision-maker and fact-finder in the federal-sector EEO process, along with service as an EEO investigator, trainer, course developer, and Final Agency Decision writer and a background in human resources and mediation, as HLC Principal, I deliver attorney-to-attorney advisory services to assist attorneys and legal teams in navigating complex, nuanced EEO processes and refining case strategy.
